Public consultation for emergency technical regulation on railroad ties

The public consultation on the new emergency technical regulation NOM-EM-001-ARTF-2022, “Railroad System-Infrastructure - Specifications and Testing Methods”, is now open. Mexican and foreign stakeholders can submit their comments on the regulation in Spanish on the National Commission for Regulatory Improvement (CONAMER) website.

The public consultation on the proposed draft of the emergency technical regulation is open: Since 27 April, stakeholders can submit their comments on NOM-EM-001-ARTF-2022 using the CONAMER website. It is only possible to submit comments in Spanish.

 

The technical regulation defines the requirements that concessionaires, permit holders, assignees, manufacturers and designers of concrete ties in Mexico need to fulfil. Its objective is to set the specifications and technical conditions for the production, use and testing of concrete ties to be installed in the Mexican railway system. The proposed draft of the emergency technical regulation can be found here in Spanish.

 

After the approval of the proposed draft on NOM-EM-001-ARTF-2022, it shall enter into force the day after its publication in the Official Federal Gazette (Diario Oficial de la Federación – DOF). It shall be valid for six months. Upon its entry into force and only while it is valid, this new emergency technical regulation will abrogate the current NOM-001-ARTF-2019, “Railway System-Infrastructure-Monolithic Ties-Specifications and Test Methods”.
