German-Indonesian Exchange on Standards Development and Implementation

The Global Project Quality Infrastructure (GPQI) organised a virtual exchange on “Standards Development and Implementation in Indonesia and Germany”. High-level speakers from the National Standardization Agency of Indonesia (BSN), the German Institute for Standardization (DIN) and the German Commission for Electrotechnical, Electronic & Information Technologies in DIN and VDE (DKE) discussed standard development in their respective countries.

GPQI increases knowledge sharing on standardisation

GPQI organises dialogues between governments, the industry and Quality Infrastructure (QI) institutions. The Indonesian-German exchange session on 11 August 2022 facilitated knowledge sharing between speakers and participating stakeholders. The goal was to gain a deeper understanding of how standards are developed and implemented in both countries.

 

Jens Brinckmann (German Federal Ministry for Economic Affairs and Climate Action - BMWK) and Enuh Rosdeni (Indonesian Ministry of Industry - MoI) opened the event. They highlighted the importance of gaining a better understanding on the standardisation systems in both countries and  strengthening the bilateral QI cooperation. Brinckmann emphasised that the development of standards is driven by the industry in Germany. This process is organised by DIN and DKE.

 

The industry is involved in standards development

Dr Jörg Seifarth (DIN) and Florian Spiteller (DKE) presented the development of standards in Germany and the role of their organisations in the process. Everyone can submit proposals for the development of new standards. Enquiry is an important part of the process in Germany. The development of standards at DIN is driven by the industry’s interests. The drafting process is done by DIN’s extensive industry and expert stakeholders.

 

Yustinus Kristianto (BSN) elaborated the development of standards in Indonesia. This development involves several steps: starting from proposal submission, planning, drafting, national enquiry, and endorsement. It is a transparent process allowing the submission of proposals and comments by industry during the step of enquiry.

 

In Indonesia, the development of standards also involves industry stakeholder participation. This takes place at the technical committee level. In addition to representatives of the industry, the technical committee involves other important actors, such as the government, technical experts, and academicians.

 

Konny Sagala (BSN) pointed out that BSN is the responsible agency for voluntary standards in Indonesia. Mandatory standards are under authority of the respective ministry. MoI is the ministry that has the leading role regarding mandatory national standards/technical regulations for the industrial sector in Indonesia.

 

Germany and Indonesia are represented at International Standardisation Forums

DIN and DKE represent Germany in international Standardisation Forums, BSN represents Indonesia. BSN is the enquiry point for TBT WTO in Indonesia and DIN has the same role in Germany. Moreover, BSN represents Indonesia’s position at ISO, IEC, and other relevant forums at regional level.

 

GPQI implements bilateral dialogues at political and technical level in Indonesia. These dialogues address each important aspect of QI under the framework of the German-Indonesian Working Group on Quality Infrastructure.
